The Digital Connectivity Forum is the UK Government’s primary advisory group on the provision of seamless digital connectivity. We were established in 2001 as the Broadband Stakeholder Group.

Our role

Seamless digital connectivity, empowering positive societal change and economic growth across the UK.

We are an expert advisory forum for the entire digital connectivity sector. Through collaboration, evidence-building and research, we make recommendations to Government, regulators and industry.

What makes that possible is the range of people in the room. Our network spans telecoms operators, equipment manufacturers, ISPs, mobile network operators, content producers, broadcasters, business groupings, central and local government, the devolved administrations and Ofcom. Few other bodies convene the whole value chain, which is why our recommendations carry weight with all of it.

Our research is commissioned from independent analysts and published in full, free to read. Our consultation responses reflect the common view of the membership rather than any single company’s position.

The DCF is based in the offices of techUK, the trade association for the UK’s technology sector.

The Executive

The Forum is funded by its sponsor members. Together they form the DCF Executive, a committee that meets every six weeks and sets the overall direction of our work.

Our Chair

The Chair is independent of any member company and leads the Forum’s engagement with government and the regulator.

Lindsey Fussell

Lindsey Fussell

Chair, Digital Connectivity Forum

Lindsey was a Group Director at Ofcom from 2016 to 2025 and an executive member of the Ofcom Board from 2020. Initially Consumer Group Director, she became Group Director for Networks and Communications in 2020, responsible for the regulation of the telecoms and postal markets, including competition, consumer protection, and security and resilience.

Before Ofcom she held senior roles across the Civil Service, including Director of Public Services at HM Treasury, where she led on public spending policy for defence, education and criminal justice. She is a qualified accountant (CIMA).

Lindsey is a non-executive member of the Board of National Grid Electricity Distribution and chairs its Risk and Audit Committee. She is also an independent member of the Performance and Assurance Committee overseeing trading parties in the non-household water market.

Our team

The secretariat runs the Forum day to day: the research programme, the working groups, consultation responses and member engagement.

Alex joined as Head of the DCF in March 2022. He previously worked at a public affairs consultancy across telecoms and the wider technology sector, and led the secretariat of Comms Council UK, the UK’s VoIP trade association. He has a BA in History and Politics from the University of Nottingham.
