BEREC consultations are now open

BEREC has prepared a consultation document on the work done in BEREC and their 2020 workplan. Several consultations are underway on the following:

  • Guidelines on the Implementation of the Open Internet Regulation

Previously called the BEREC Net Neutrality guidelines and adopted in 2016, an update has been published with an accompanying consultation document. This includes mainly clarifications and follows the views of some stakeholders that the methods mentioned in the paragraphs 69 and 70 of the existing guidelines would not be enough for traffic identification and that domain names should be considered as generic content.

  • Draft Feasibility study on development of coverage information for 5G deployments

This consultation is on a feasibility study that will explore the expected benefits from the consistent and coherent presentation of coverage information for 5G deployments for use by  vertical markets (i.e. other than mobile network operators), for example automotive, industrial, environmental monitoring.

  • Draft guidelines on common approaches to identifying the network termination point in different network topologies

These draft guidelines are on approaches to the identification of the network termination point in different network topologies.

  • Draft BEREC Guidelines to assist NRAs on the consistent application of geographical surveys of network deployments

This consultation is on a set of guidelines aimed at assisting regulators with the consistent application of geographical surveys of network deployments. It follows a requirement for regulators to conduct a geographical survey of the reach of electronic communications networks capable of delivering broadband by 21 December 2023 and update it at least every 3 years. The guidelines are intended to provide direction on common approaches to develop this.

  • BEREC Guidelines detailing Quality of Service (QoS) Parameters

Under the EECC providers are required to publish comprehensive, comparable, reliable, up to-date information for end-users on the quality of their services. In order to provide transparency and comparability for consumers a set of draft guidelines on the QoS parameters have been produced to assist regulators when deciding which to use for measurement of QoS. The table provides options for the regulators to adopt according to relevant and appropriate to use, taking account of national circumstances and other factors, such as underlying costs, implementation timelines, measurement, monitoring systems, and changes to existing. BEREC must adopt the guidelines by 21 June 2020. Consultation on the draft guidelines closes on 5 December 2019.
